Add two seperate logins -one for user and another for job submitter

Add two separate logins -one for user and another for job submitter / Project manager and Project user. This should include the ability therefore to segment every section/feature on the theme – where some sections as determined by the admin are viewed solely by project managers and vice versa (role base)
